What to do when a commissioner withdraws or cancels a tender
A withdrawal does not erase the work already completed. It changes the commercial position and creates decisions about records, client fees, forecasts and any replacement procurement that may follow.
Confirm the status and effective date
Save the commissioner’s notice and confirm whether the opportunity has been withdrawn, cancelled, paused or replaced. These outcomes are different. Record the portal reference, authority, date, reason given and any stated intention to re-procure.
Preserve the complete submission record
Keep the specification, clarifications, response drafts, approvals, pricing model, final submission and correspondence together. The evidence may support a replacement tender, a future framework or an internal review, but it should remain linked to the original opportunity.
Separate tender value from expected revenue
Remove the opportunity from active forecasts without deleting it from the pipeline. Record the published contract value separately from the probability-weighted revenue the business expected to win. This prevents a cancelled procurement from continuing to distort the sales outlook.
Clarify fees and work completed
Review the engagement terms and identify what has been delivered, invoiced and paid. If Bid4Growth prepares a replacement submission, agree whether that work is included in the original fee or requires a separate charge. The decision should be explicit and linked to both opportunities.
Assess any replacement opportunity afresh
Do not assume the original bid can simply be resubmitted. Compare the new scope, evaluation method, pricing basis, timetable and eligibility rules. Reuse sound evidence where appropriate, but repeat the bid or no-bid and commercial reviews before committing resources.
Close the loop with the client
Provide a concise status update explaining what changed, the impact on the tender plan and the next decision required. Retain an audit trail of approvals, fee decisions, payments, outcomes and the relationship between the original and replacement opportunities.
