Not every care opportunity follows the same process.

The buyer, service and applicable procurement regime determine the route. Council care and support opportunities may use competitive procedures, frameworks or dynamic markets. Relevant NHS healthcare services may follow the Provider Selection Regime.

Some support-only opportunities sit outside CQC-regulated activity and may be accessible to suitable new providers. The tender documents always take precedence, including any registration, rating, experience and financial requirements.

Pipeline and market engagement

Buyers may publish procurement pipelines, hold provider events or undertake preliminary market engagement. This is where future requirements and recommissioning plans first become visible.

Opportunity live · Commissioner

Notice and tender documents

The opportunity is published with the specification, response questions, pricing schedule, contract terms, timetable and portal instructions. A clarification window normally opens.

Conditions and suitability

The buyer checks the stated participation conditions and exclusion requirements. These may cover financial standing, insurance, experience, registrations, policies and other contract-specific requirements.

Questions and answers

Bidders can raise ambiguities or conflicts in the documents. Answers may be shared with all bidders and can alter the interpretation of requirements, dates or pricing assumptions.

Writing, evidence and pricing

Method statements are written against the published award criteria and marking scheme, while the pricing schedule is modelled against staffing, delivery, overhead, risk and margin.

Review and submission

Evaluation and moderation

Evaluators assess compliant tenders against the published criteria. Quality, social value, price and other factors are combined according to the stated weighting, with moderation used where applicable.

Assessment summary and standstill

Following many competitive procurements, suppliers receive information explaining the assessment before the intended award proceeds. Where a standstill applies, the contract cannot be entered into during that period.

Delivery · Provider

Contract and mobilisation

After the relevant award steps, the contract is finalised and mobilisation begins. People, systems, rotas, governance, communications and reporting must be ready for the agreed start date.

Open competition

Full competitive tender

A published competition in which eligible providers submit tenders assessed against stated criteria. The precise procedure and timetable are set by the procurement documents.

Standing arrangements

Frameworks and dynamic markets

Providers first qualify for an approved arrangement. Individual contracts may then be awarded through call-offs or further competitions, according to that arrangement's rules.

Provider Selection Regime

Relevant NHS bodies use routes under the PSR, including direct award processes, the most suitable provider process and a competitive process.

Early-income routes

Support-only and non-regulated services

Some care-sector opportunities sit outside CQC-regulated activity. They may offer a route to early revenue, but every service specification and qualification requirement must be checked individually.

Framework
An arrangement with approved suppliers from which contracts may later be awarded.
Dynamic market
A market established under the Procurement Act that qualified suppliers can generally apply to join during its life.
MAT
Most advantageous tender: the tender that best satisfies the published award criteria, not necessarily the lowest price.
Social value
Wider economic, social or environmental value assessed where included in the criteria.
Standstill
A pause between an intended award and contract entry where the applicable rules require or the buyer chooses one.
Mobilisation
The work required to move from award to safe, controlled service delivery.
